WordPress: Fix UTF-8 Issues

If a MySQL DB for WordPress is encoded as latin1, these steps will prevent utf8 encoding issues.

Copy this code and paste it in your HTML 
  1. Follow these steps:

  5. Then install this plugin:
  6. UTF8 Sanitize (http://wordpress.org/extend/plugins/wp-utf8-sanitize/)
  7. (fixes UTF8 encoding in titles).
